State Sen. Edith Prague, D-Columbia, a strong opponent of the Connecticut Resources Recovery Authority during months of battle over the Franklin site, is siding with the agency on the matter of regulating the Putnam ash landfill site operated by Wheelabrator Technologies Inc. CRRA and Attorney General Richard Blumenthal are calling for the site to be regulated by the state Department of Public Utility Control.
