naugyriverCity officials in Torrington are in the early stages of creating a plan that could transform the Naugatuck River, a waterway once considered a filthy menace but now valued as an underdeveloped asset.

The plan calls for filling in the rocky banks of the downtown stretch of the Naugatuck with topsoil, planting a mix of meadow grasses and native wildflowers to create green hillsides, and building a flat pathway on the river’s south bank that could one day become a river walk.
