Tom Condon of The Hartford Courant, reports on a conversation he had wiith Foy recently:
Foy is working with a number of major cities, such as New York, Boston and Philadelphia, to develop citywide plans to retrofit buildings for energy efficiency.
Retrofitting can mean everything from using a caulking gun on windows to insulating the roof (“It's amazing how many buildings aren't insulated”) to the most exotic computerized controls — whatever is cost-effective and offers a reasonable payback, he said.
