Energy fund needs an energy audit

Nearly a quarter of a billion dollars has been taken from electricity consumers to fund the Connecticut Clean Energy Fund (CCEF). Since its inception in 2000, the fund has spent $148 million on alternate-energy projects, mostly solar installations. What is there to show for all this money? Is this a noble organization that can and does reduce the use of fossil fuels and decreases carbon emissions? Or is it just an expensive boondoggle?
