Power plan runs out of juice

WATERTOWN — Plans to build a $100-million-plus, 30-megawatt biomass power plant called Watertown Renewable Power suffered a crippling setback this month after the Department of Public Utility Control ruled against changing a contract regulating how the electricity produced at the plant would be sold.
