The following public notice has been posted on the CT DEP website and some are wondering whether this is a good idea: General Permit for the Storage and Processing of Scrap Tires for Recycling and Beneficial Use
The Commissioner of the Department of Environmental Protection the “Department”, pursuant to Connecticut General Statutes Section 22a-209f hereby gives notice of intent to reissue the General Permit for the Storage and Processing of Scrap Tires for Recycling and Beneficial Use the “General Permit”.
The current General Permit expired on September 30, 2010. The existing General Permit will be re-issued with the following revisions: increase the permit duration from five (5) to ten (10) years; add “for Recycling” to the title of the general permit; amend the definition of “Scrap Tire” and change the definition of a “Whole Tire” to a “Used Tire”; and increase the permit fee from $1,000 to $1,250 pursuant to Section 22a-g(f) of the Connecticut General Statutes, as amended by special session, Public Act 09-08, Section 35.
The General Permit for the Storage and Processing of Scrap Tires for Beneficial Use was issued on September 30, 2005 and expired on September 30, 2010. All current permittees are advised to operate under the terms and conditions set forth in the Storage and Processing of Scrap Tires for Beneficial Use general permit issued on September 30, 2005 until such time as the proposed General Permit is reissued.
A copy of the General Permit is available for inspection at the office of the Department of Environmental Protection, Bureau of Materials Management and Compliance Assurance, Waste Engineering and Enforcement Division, 79 Elm Street, Hartford, CT from 8:30 a.m. to 4:30 p.m. Monday through Friday or on the Department’s website at www.ct.gov/dep. Copies may also be obtained by contacting the Department at (860) 424-3372.
All interested persons are invited to express their views on the intent to reissue the General Permit. Written comments should be directed to Robert C. Isner, Director, Bureau of Materials Management and Compliance Assurance, Waste Engineering and Enforcement Division, Department of Environmental Protection, 79 Elm Street, Hartford, CT 06106-5127, no later than thirty (30) days from the publication date of this notice.
