Manchester Sewer Plant Upgrade Subject Of Hearing Jan. 4

MANCHESTER — A proposed major upgrade of the town’s wastewater treatment system will be the focus of a public hearing on Jan. 4.  The estimated cost is $60 million and town officials expect to receive about $14 million from the state, General Manager Scott Shanley said Tuesday. That leaves about $46 million the town will have to borrow. The cost is to be recouped through a gradual uptick in sewer user rates, Shanley said.
