Three regional planning councils and two agencies focused on jobs and housing are collaborating on a regional development plan for New London and Windham counties.

Six cities have been identified as central to the plan — Killingly, Norwich, Putnam, Windham, Groton and New London — along with 41 towns, plus the Mashantucket Pequot and Mohegan tribes.
