Proposed downtown Stamford apartment tower hits parking snag

STAMFORD — In the wake of efforts to promote smart-growth development, the city’s Zoning Board has begun reviewing a plan by developer Thomas Rich to build a residential tower in the heart of downtown Stamford.

The project is the first development that will seek to take advantage of the city’s recently changed zoning regulations with regards to parking.
