Climate change has been blamed for raising the sea level and eroding the shoreline, but the issue is a political firestorm so divisive that most legislative efforts have stalled in Congress.

When he came to Congress, Chris Murphy said, the worst-case estimates for global temperature increases by the end of the century were 6 degrees to 10 degrees Fahrenheit. Now, he says, those are mainstream estimates, if nothing is done.
