Actually, David Streit happens to love seeing healthy people and is willing to invest time and resources to restore the natural balance of the woodlands. How many people were critical of efforts to reduce rats in the 14th century that played a critical roll in spreading the boubonic plague. The fact is that Mumford Cove brought their deer numbers from 110 to 10 deer per square mile in 2 years and had lyme disease drop 95%. In the process, nothing was done to the barbery and mice. Education is key.

This isn't the first time CASE has been used by the State of CT this way. Several years ago, the same sort of statements were made as to the safety of schools with aging, eroding asbestos materials in them, especially asbestos tile, which studies show releases asbestos fibers with abrasion. The state paid $19,000 for that study which, while supposedly about children's health, used an Industrial Hygienist as an expert. When several of us began to write letters of protest, we were told that the chief concern was that they didn't want to "panic parents." In reality, parents should be panicked by the environments in our aging schools. The only way these public officials will act is when parents rise up in protest.

I have been very upset for over ten years about this problem. When I opened my mouth about it I am looked upon as some kind of a crazy lunatic. When Stamford Schools spent mega dollars on this toxic turf for their high schools, I knew it was time to leave town. There was heated discussions over whether to put it in and concerns about cancer and children were poo pooed. Nothing stops the almighty dollar! --- not even our children's health. Why don't the parents scream? Why don't parents educate themselves on these topics? There is power in numbers!
What the heck is going on ? These are our children. I know too many children that have died from Ewings sarcoma (directly considered to be due to this turf) and lymphomas and on and on. The suffering is preventable. The bottom line line is no one really cares until it strikes your child.

To the contrary Paul, the goal of the bottle bill expansion was to assure that more of the PET water bottles were actually recycled instead rather than littered or incinerated. If the unclaimed deposits are less than some anticipated it means that more of the containers are actually being returned, and the deposit redeemed, which in turn means that the law is doing exactly what it was intended to do - increase recycling of this commodity!

"What the Fairfield County Municipal Deer Management Alliance says is an excessive number of deer" - Actually, this is per the CT DEP and every environmental scientist I've ever spoken to.

"Both letters are pro-animal" -- Untrue. Anti-hunters are simply against hunting, and not pro-animal. If they were pro-animal then they would give equal consideration to the many, many native species, both plant and animal, that are being or have been eradicated by deer in Fairfield County. The Indigo Bunting, because it is not noticed by the "pro-animal" crowd, is cast off as undeserving and disappears because the deer have eaten the shrubs it needs to nest in. The Spicebush Swallowtail and many other native insects that rely on native plants are likewise ignored as they head toward extinction due to deer overpopulation.

Environmentalists are in favor of deer control because the deer have destroyed our forests. Hunting (or sharp-shooting) is a sort of triage done for the greater good. Much of the forest in Fairfield County has no understory or herbaceous layer due to deer overbrowsing, or the insects and songbirds that rely on those species. There are no saplings or seedling trees. When the next '38 hurricane strikes and knocks over most of the mature trees, there will be no trees to replace them.

In addition, many homeowners are stripping their lots of vegetation, planting grass only, and then applying toxic insecticides over the entire property because of their fear of ticks. This activity harms the watershed and poisons the ecosystem.

I am not a hunter, and if birth-control could be improved so that it were effective, I would be in favor of it. And I favor research dollars for improving birth-control techniques, because hunting and sharpshooting is politically difficult . Until then, the only effective option we have is to shoot the deer. Humans are responsible for eradicating the predators that historically kept deer in check, and we have a responsibility to the other plants and animals of the forest to correct that imbalance.

The toxins identified and excessive heat are attributable to the crumb rubber material used as infill to hold up the carpet/turf blades in many turf systems. There are organic infills available that eliminate these risks. Use of organic infill gives all the benefits of synthetic turf playing time (over use and inclement weather playing conditions) and water savings, while enabling the fields to be free of toxins present in crumb rubber, and of pesticides/feritlizers used on natural turf.

Michael, that's all fine and dandy if money didn't mean anything. Since you appear to have a "frame" as you call it (now where did that bit of nonsense come from?)then perhaps you should pay the thousands of dollars for these things you think do so much.

Try joining the real world where money doesn't appear magically out of thin air. Your time and energy may be better spent finding or developing ways to create energy that better suit the environment and are cost effective. Unless, of course, it doesn't fir into your "frame".

"Plum Island lab would remain open at least until 2018... The existing lab, opened in 1954, is outdated... The kinds of animal diseases that currently need to be studied require a higher level of biological protection and security for the scientists and the public than the Plum Island lab can handle, listing eight livestock viruses that are the main concerns, some of which can pass from animals to humans."
Guess it's not a done deal, and such talk sure inspire confidence... In God We Trust!

Finally, they're packing it up and leaving... that's a sigh of relief I'm sure, except for all the silently suffering victims (myself included) of this atrocious facility... That they're even talking about making it a residential area is a spooky notion, (why not a b-movie horror theme park?) and one thrown in there I'm sure to alleviate fears this move will trigger by once again bringing attention to the island. I'm sure it will remain as it is, but finally empty, for another generation... and it's as it should be. This is a surprisingly interesting article in that it starts softly, gently, with little mention of the island's Dr. Moreau past, until the third paragraph, sweetly calling it an animal disease center, but finally bringing up the book Lab 257 towards the end, for those who had the patience to read that far down. Otherwise it just looks from the headline to simply be another benign land sale, and not what it really is, dumping on the open market one of the most toxic place on Earth. Good riddance!

The editorial makes sense, these companies probably have experience in markets across the United States, and the choice to buy energy from these companies has been a choice many Connecticut residents have. A competitive market requires companies work for their customers. If people didn't enjoy their experience with these companies they could always go back to the utility or go to another provider, so yes they are looking out for us. Their goal is to provide their customers with the lowest price and many offer renewable products as well. If they aren't doing a satisfactory job they would go out of business.

The proposed bill is a classic example of the legislature taking a blind eye to the consequences of a bill. They didn't look for prior experience or to see if this plan had worked elsewhere. Actually some of the procurement tools they give the utilities actually have failed in the past and raised rates. The legislature wanted to say they got something done, and because the bill says it will lower rates, they think it will work. Can't wait to see the outrage when bills increase by 15% or more.

Paula Panzarella of Fight the Hike, doesn't agree with this person's opinion.

"It's a shame CT News Junkie didn't identify Mr. Kooper with his full title:
Jay L. Kooper is the President of the Retail Energy Supply Association (a national trade association of 13 competitive energy marketers with operations nationwide) and Director of Regulatory Affairs, Hess Corporation.

"Does anyone really think the oil companies have our best interests at heart? -- especially in light of the loss of life from the BP disaster and the ecological catastrophe from the oil spill.

"Mr. Kooper's comments are just a scare tactic to prevent energy reform. In the past four years, many Connecticut businesses have closed specifically because of energy costs. Other businesses cited the cost of electricity as a reason not to move to Connecticut. Tens of thousands of ratepayers are in jeopardy. Mr. Kooper's solution of staying with the status quo is ridiculous.

"The governor really needs to take the high road and protect consumers and businesses by passing this legislation."

She points out that his op-ed in CTNewsJunkie isn’t much different from his comments in a recent article: http://www.reuters.com/article/idUKN1713609520100317

Fight the Hike is a grassroots consumer and business coalition that for four years has been fighting for lower electric rates in Connecticut and the promotion and development of clean renewable energy in the state.

Concerning the New Britain Busway, I agree with Molly McKay, but suggest an alternate form of passenger service called PRT that would not only be much quicker than busway, but allow room for the railroad as well.

PRT emissions-free electric 4-passenger walk-in wheelchair-accessible cabs run on overhead track a fraction of busway corridor width.

For its passenger(s)there is normally a cab waiting to be boarded for non-stop service to the selected station.

Is PRT for real? At Heathrow airport in Great Britain, 24 hour PRT service is available between one terminal and its parking lot, and is expected to replace the buses in all of them.

For Hartford, PRT, originally a New England concept, would not only make sense for air quality but also be a way to implement the city's Greenberg plan with its peripheral parking and pedestrian spaces.

Mr. Streit is a hunter and either self-deceived or blatently lying. The real issue with ticks is Japanese Barberry ... mice hide in this non-native invasive and elude their predators, and groves of the plant serve as the most dense source of ticks on the landscape. This fact does not fit well with Streit's simplistic world view. He only believes what he thinks. You can kill all the deer you want, but as long as DEP, loggers, and the rest of the ignorant "outdoorsmen" do nothing against barberry, the problem will not be solved. But since when do facts matter?

Since when is Mr.Streit an expert on deer and wildlife management; being the new chair of the FCMDMA hardly qualifies him.
Mr. Streit is interested in nothing but advancing his own hatred of deer with no proof that hunting is required.
I would suggest that he lose his two hats, get a life and learn to co-exist with wildlife.

The frame that this article asks one to assume is also the frame that the Yale faculty members ask us to assume; namely, that the monetary payback is THE criteria we ought to be using to evaluate the benefit of this installation. The fact is, that is an arbitrary criteria that is disconnected from the real benefits the windmills provide. In fact, money is a contrivance that we create to facilitate trade. To assume that is an effective means for making environmental or moral decisions is incorrect and these faculty members should know better. Can you see the frame? Consider looking for the frames that are handed to you all day long - and then deciding if those frames serve you. Consider what real wealth is - beyond money, and choose your frame accordingly. The article states that there would have to be a lot more windmills to provide any meaningful energy savings. What does this mean? Each unit produces a certain amount of energy from the wind - more than if the machine wasn't there in the first place. By the way, the wind is highly variable - anybody making statements about how these units perform are making big assumptions. But, again, this should not be enough to stop us from installing windmills - this information is only useful if the overriding criteria is - you guessed it - return on capital invested. By the way, who benefits the most from return on capital invested? You guessed right again (congratulations) - the owners of the capital! Now, who benefits from lower emissions to which windmills contribute? Right again - everybody.

See, justice and environmental do below in the same sentence! Yale should name a school after that - School of Environmental Justice. Has a nice ring to it.

A deer darted out of the woods last night and smashed into my wife's car. Here in Westport I see deer every day. It seems as if they are everywhere.

The lush landscaping found in NYC surburbs is an ideal habitat for deer. They live on the edge of, not in, the forest. I grew up in the Adirondacks an area you would think would support a large deer population. There i seldom saw a deer.

Putting a deadline date in without addressing any other issues is pointless. ATV trails need to be professionally designed and planned to avoid deterioration of the trails and environmental damage. Mass made ATV trails that later had to shut them down for redesign and rebuilding. It took a huge volunteer effort to save those trails. CT should get the National Off Highway Vehicle Conservation Council and local groups to submit grant proposals to DEP for site selection and trail design. Construction, maintenance, registration, and enforcement issues and costs can be identified later, but must be addressed before setting dates.

Recycling programs are supposed to promote better recycling habits, not to create more tax revenue for governments. The tone of your article seems to display a disappointment that more average working families did not get stuck with a higher tax bill. It would seem to me that if you were really in favor of recycling, you would want the escheats to equal $0.00, signifying that all the can and bottles were redeemed.

You and I both realize however that redeemed for deposit and turned in for recycling are two different things. Supporting just another tax to working people, helps to keep recycling stuck in the 70’s. It’s time we got recycling into the 21st century and start recycling for today. Step 1 Can the bottle bill.

FYI: Sodium Hypochlorite is not "Chlorine". You will find it is one of the elements on the periodic table.

Chlorine is a compressed gas that is liquified only when under pressure or below -28 degrees F.

Sodium hypochlorite, commonly called "Bleach," is produced when chlorine is reacted with sodium hydroxide (caustic). Bleach is NOT liquid chlorine.

I dont understand why Rockefeller and other Coal State Senators think that they have the right to restrict the EPA's enforcement of the Clean Air Act. He is a part of the legistlative branch, not the executive.

Coal State Senators, stop trying to push your agenda on an Agency trying to reduce green house gases. This action needs to be done quickly!

Good article. Small point: I think that you want to refer to "marine life" or "estuarine life," not "aquatic life." "Aquatic" refers to fresh water. "Marine" refers to salt water. "Estuarine" refers to a brackish mixture of fresh- and salt water.
Wow! That is amazing! $0 per year in actual energy costs! That is insane! I do hope that this type of home will be available for everybody in the NEAR future. I know it would probably cost a lot to build but the return is incredible.

I look forward to working with her and I'm sure she will be great... but a part of me wishes the City had chosen someone with more of a track record in New Haven, so that the new Office of Sustainability could really hit the ground running in terms of partnering with community groups. Let's just hope she makes an attempt to reach out to the community as soon as possible.
