Recycling programs are supposed to promote better recycling habits, not to create more tax revenue for governments. The tone of your article seems to display a disappointment that more average working families did not get stuck with a higher tax bill. It would seem to me that if you were really in favor of recycling, you would want the escheats to equal $0.00, signifying that all the can and bottles were redeemed.

You and I both realize however that redeemed for deposit and turned in for recycling are two different things. Supporting just another tax to working people, helps to keep recycling stuck in the 70’s. It’s time we got recycling into the 21st century and start recycling for today. Step 1 Can the bottle bill.

FYI: Sodium Hypochlorite is not "Chlorine". You will find it is one of the elements on the periodic table.

Chlorine is a compressed gas that is liquified only when under pressure or below -28 degrees F.

Sodium hypochlorite, commonly called "Bleach," is produced when chlorine is reacted with sodium hydroxide (caustic). Bleach is NOT liquid chlorine.

I dont understand why Rockefeller and other Coal State Senators think that they have the right to restrict the EPA's enforcement of the Clean Air Act. He is a part of the legistlative branch, not the executive.

Coal State Senators, stop trying to push your agenda on an Agency trying to reduce green house gases. This action needs to be done quickly!

Good article. Small point: I think that you want to refer to "marine life" or "estuarine life," not "aquatic life." "Aquatic" refers to fresh water. "Marine" refers to salt water. "Estuarine" refers to a brackish mixture of fresh- and salt water.
Wow! That is amazing! $0 per year in actual energy costs! That is insane! I do hope that this type of home will be available for everybody in the NEAR future. I know it would probably cost a lot to build but the return is incredible.

I look forward to working with her and I'm sure she will be great... but a part of me wishes the City had chosen someone with more of a track record in New Haven, so that the new Office of Sustainability could really hit the ground running in terms of partnering with community groups. Let's just hope she makes an attempt to reach out to the community as soon as possible.

The report, which was released last April, provides more than thirty case studies demonstrating how the federal Clean Water Act has been weakened by Bush-era Supreme Court rulings, including a case involving wetlands neighboring the Farmington River.
EPA never implemented the Clean Water Act, because it used an essential water pollution test incorrect and ignored all the nitrogenous (urine and protein) waste in sewage. This waste, like fecal waste, exerts an oxygen demand, but also is a fertilizer for algae and causes eutrophication, resulting in dead zones in open waters. EPA blames farmers for fertilizer runoffs, causing these dead zones, but the fertilizer that were used to grow the food people eat, ends up as urine in sewage and is not required to be treated. While urine is the real waste product of humans, it is not required to be treated and rivers still are allowed to be used as giant urinals. And all that because of a faulty test! (www.petermaier.net)

Of the record EPA in 1987 admitted that the test and the regulations should be corrected, but also claimed that this would not be possible as it would require a re-education and re-tooling of an entire industry, which is happy with the status quo, as nobody can be held accountable. The CWA also demanded that EPA would establish and demand best available sewage treatment. It never did, although EPA’s own data shows that not only much better sewage treatment is possible, but actually would cost less. Sadly nobody seems to care.

Re: "The oil spill occurred when piping connecting a 13,000 gallon oil tank to a boiler failed and released 8,000 gallons of oil into the facility’s secondary containment area."

Something seems awry here... If the spill was released into the "secondary containment" area how was it discharged into the river? The EPA SPCC 40CFR section 112 considers secondary containment a proper method to contain spills from reaching waterways.

One might assume that insufficient secondary containment berms were in place or the company discharged it from the containment toward the river.
It would be interesting to know...

Since it is impossible to police the actual type of fuel burned in so-called outdoor "wood" furnaces, the only viable solution would be to outright ban them altogether. The product patent itself should be revoked also. There should never have been a patent issued for such a poorly-designed device. These problematic machines make Toyota's gas-petal problem look minor by comparison. (At least they are doing something about that.)

I would suggest a letter-writing campaign to the U.S. Consumer Product Safety Commission, demanding that these unsafe, health-hazardous products be removed from the marketplace at the federal level. This is a regulatory issue, not a legislative one.

interesting piece... some criteria that I'd suggest (for New Haven, specifically, but other towns as well)

-- Recycling rate
-- # of EPA air quality non-compliance days
-- Percentage of renewables in municipal energy portfolio
-- # of residents receiving home energy efficiency audits
-- asthma rate among youth
-- hours that nature centers in city parks (e.g. Trowbridge, West Rock) are open
-- percentage of walk/bike commuters
-- # of trees planted
-- # of people participating in community garden programs

Lots of of bloggers aren't really happy with this new iPad.There was too much hype over it and lots of people got disapointed. You see, I actually see lots of the cool potential of the device. Third-party applications for playing music, games, papers and magazine and FFS books, tons of awesome stuff, but they failed to sell it properly (excluding the books). It feels rather undercooked

This seems like a strange time to be paying for towns to purchase areas of open space, when the state is trying to sell of pieces of land it owns to raise revenue. So now the state will pay towns for declare open space and they will not be able to receive tax revenue from these lands. Sounds like the consequence of such a venture will be future property tax increases.

I've seen a lot of DIY auto body repairsr and I'm sorry to report that 80% of them need to be redone. And redo's are more expensive than the repair would have been from the beginning because so much needs to be corrected. But if you are really meticulousabout your steps and use your local auto body supply store for advice, you can deliver great results on the first shot.

Climate change is natural.

The on-going temperature decline trend was predicted.

All average global temperatures since 1895 are accurately predicted by a simple model. There was no need to consider any change to the level of CO2 or any other greenhouse gas.

The model, with an eye-opening graph, is presented in the October 16 pdf at http://climaterealists.com/index.php?tid=145&linkbox=true. (Replace all references to PDO with ESST which is short for Effective Sea Surface Temperature).

Dear Attorney Blumenthal,
As stated above, please look at all the facts and scientific data. On both a legal and medical note the OWF Should Be Banned! No one should have to suffer from someone else's pleasure. Our family has suffered from our next door neighbors second hand smoke from their OWF for a year and half with no one to help us. Our home and property is constantly filled with a foul plastic smell. Smoke fills our yard and home is making our whole household from our four year old to my eighty-eight year old parents ill. I'm personally tired of placing my children and other family members on medications to subdue the symptoms that this OWF is causing my family. We choose to live a smoke free life and have the right to breath fresh air!! I've looked at both sides of the situation and found great toxology studies and data that was not collected from any agency that would benefit, except to protect the health and well-being of an individual. The studies were not done by the manufactures or stock holders of these products. Until you live with this and have your children awaken in the night due to shortness of breath, burning eyes, sore throats, headache and nausness from the foul smoke , you look at the situation a little different! Placing my 10 yr. old son on steroids and nebulizer tx for something that was not preexisting and that is preventable is not a product that is safe. I am all for preventative medicine, and an OWF is not the answer to going green ! The smoke that comes out of their OWF is so thick that the gentleman developing my pictures wanted to know what factory that I lived next to.
Thank-you for your time and I will be sending you all the medical and scientific data to your office.

Jamie,
I checked out your website, and i must say that you have built some beautiful homes! Even though I found plenty of information about what a passive house is, I couldnt find any examples of passive homes that you have built. Maybe I didnt look in the right spot, but if you could provide me with a link id appreciate it!
As far as my article goes, I tried to make it clear to the journalist that my home wasn't a certified passive house, but was heavily based on its design principles. I do have the passive house planning package, and I do plan on taking the consultants training course when there are classes available in the northeast. In the future I hope to use phpp to further enhance homes energy efficiency. Despite not being officially classified as a passive house, i don't think my house that far off. I just got my first electrical bill, and it was only about $100 more than my average bill was in my past propane heated house. Considering that, I think my $500 estimate of yearly heating costs is pretty close.
Either way its nice to see other builders with with similar ideas/ goals in mind.

As far as my article goes, I tried to make it clear to the journalist that my home wasn’t a certified passive house, but was heavily based on its design principles. I do have the passive house planning package, and I do plan on taking the consultants training course when there are classes available in the northeast. In the future I hope to use phpp to further enhance homes energy efficiency. Despite not being officially classified as a passive house, i don’t think my house that far off. I just got my first electrical bill, and it was only about $100 more than my average bill was in my past propane heated house. Considering that, I think my $500 estimate of yearly heating costs is pretty close.
Either way its nice to see other builders with with similar ideas/ goals in mind.

Just to clarify. Passive House is not a technology. Nick may have been inspired by the Passive House method, and borrowed from it based on his understanding of some of its design principles, but a Passive House is a rigorous protocol with exacting performance thresholds that must be evaluated in the design phase using the Passive House Planning Package and verified during construction by a certified Passive House consultant based on observation and testing.

It is important to understand the full application of the Passive House method to assure reliable performance and durability over time. Done right a Passive House is capable of the remarkable performance Nick has claimed, but without verification its hard to evaluate these as any more than claims.

For an overview praised as reliable by Passive House founder Dr. Wolfgang Feist: http://www.homesthatfit.com/blog/?page_id=598

Dr. Mr. Blumenthal- First let me say that this statement ignorant on so many levels. Secondly the root of all bigotry is ignorance and fear. Are things really that slow in your office? I hope that you will consider not going forth with a ban on outdoor wood furnaces. I also hope that the few people who have used their wood furnaces improperly will not “fuel the fire” of close minded special interest groups and individuals such as you and Nancy Alderman and cause a ban on these appliances. I am appalled by the lack of understanding regarding the use of outdoor wood furnaces. I am also stunned by the bigotry toward outdoor wood furnace operators. Do you think that someone would purchase a $10,000.00 appliance and then burn garbage, tires and waste???? Would you burn tires in your fireplace?
I think that you along with all the others that have jumped on this "ban" wagon need to take the time to educate yourselves. It is so very easy to look at some misleading "facts" and jump to inaccurate conclusions, especially when you have been spoon fed them by special interest groups. I beg you to take a closer look.... fossil fuels are costing us human lives overseas, many of whom are from Connecticut, but as long as it's not happening in our backyard right? How about the additional toxins present in fossil fuels that are not present in wood?
How about the fact the wood is an abundant renewable natural resource, unlike fossil fuels? There are other ways to effectively regulate these appliances such as limited burning times, i.e. not using them during the summer months, and other alternatives for emission controls. sincerely a former professional environmental scientist, currnetly stay at home mother of 2 (who have neither asthma nor any other respiratory illness) and Proud owner of an outdoor wood furnace!

While Connecticut is redoing the railroad from New Haven to Springfield, the State and the UConn need to establish a better bus connection from Storrs, CT, to Hartford, with a stop at the Hartford Train Station so that the 30,000+ students can have at least one bus connection in the MORNING on the weekdays.

This could be done, at no cost, if the 1st Southbound bus from Storrs to Willimantic left 10 minutes earlier to connect with the commuter bus that leaves from the Willimantic Commuter Parking Lot to Hartford.

In addition, there is another bus run that a student could use to get to Hartford if it started at the Willimantic commuter parking lot insread of 1 stop closer in.

These are SMART SOLUTIONS to integrating UCONN to Amtrak's backbone.

Dan Peacock

P.S. I attended UConn in the late 1960's and early 1970's and like it a lot. My son now attends. However, for him to get from UConn to Hartford by public transportation in the morning and get an Amtrak train to Virginia (or anywhere else) is impossible. Above is a good solution.

The Government of Canada is prohibiting LNG transits into Passamaquoddy Bay for safety and environmental reasons, and Calais LNG would require using that waterway to receive LNG.

Canada's Prime Minister Stephen Harper has made it clear on multiple occasions -- even face-to-face with then-President George W. Bush -- that the transits will not happen. All of Canada's major parties are in agreement on this issue.

Additionally, Calais LNG's terminal location and transit route violate the world LNG industry's own terminal siting best safe practices.

The developer need only move the project outside of Passamaquoddy Bay to avoid these impediments, but they refuse to do so.

As a result, Calais LNG has no hope for success.
