				<content:encoded><![CDATA[<p>Ten years ago, concerned with the condition of the Niantic River and rumors of development plans in the Oswegatchie Hills, Grimsey decided after meeting with The Day&#8217;s editorial staff that he and friends should start a grassroots environmental non-profit organization, Save the River-Save the Hills, Inc.</p>
